Its the tests they take. They have the different levels. Thats one of the levels... I forget the details.

In the books they take - OWLs Ordinary Wizarding Levels and NEWTs Nastily Exhausting Wizarding Tests.
WOMBATs however is something that JK Rowling invented specifically for her website. Its for fans. WOMBATs are supposed to be like the OWLs but without the Practical component so it can be take by Muggles., (Non Magic Folk)
It is still graded the same as the OWLs and NEWTs are supposed to though. (Outstanding, Exceeds Expectations, Acceptable, - Pass Grades and Poor, Dreadful, Troll - Fail Grades)
That Explain it?
