Uh no, actually, that's not at all true. U-noa are released periodically by Alchemic Lab. Depending on which version you're ordering there will be different ordering periods. Generally Lusis/Sist, El-Bi/(theotherboy), and Accessories/Faceplates. Outside of Japan residents the only dealer is crescent-shop, who luckily ships anywhere in the world. If you sign up on their website they'll send you announcements a few months before the ordering period opens and stages along the way.
If you have the money right now there's currently a pre-ordering period open for Lusis and Sist June 25-July 9 (Japan time). You send in the information to CrescentShop, pay the fees, and the kits are available in 4-6 months. If you do the preorder you'll be guaranteed a doll, and at the cheapest price available. Prices go up between ordering periods and for people wanting instant gratification. : )

Base price is about $500 per doll at release. This can vary around 800-1000 between periods, or more for customized dolls. Faceplates retail at I think $50, but they're extremely popular and easily sell for $100+ The last ordering period for Accessories just shipped out, so it will be a while before you can order them again.
