In Twilght it is stated that Sam is 19, but then, in New Moon, he is 21, I'm pretty sure two years didnt pass but correct me if I'm wrong...

This is hypothetical. When it meantions Sam it is near the beginging of the book. He could have had a birthday over the time between that and the end. Also several months pass before Sam in introduced in New Moon. He could have had 2 birthdays in that time frame... Just a thought

Actually he's mentioned toward the chapter where Bella meets Jacob, whihc is kinda in the beginning, or middle and Jacob mentions that Sam is 19, ell, whatever...

Just a thought I agree...plus theres that whole time frame where Bella was in the hospital after she was attacked by James and then prom.
