Yes there is!! I've even tried it out myself and it works. When the TV says that a hurricane will be approaching the next day, load up your game from the previous day.
(ex: Say the hurricane comes on Spring 16th. Load your game from the 14th.)
Then go outside for a little while then go back inside and save. Go to bed. When you wake up, check the TV and the weather should be different. If not, load your game again and do the same procedure.
You can also use the same way to prevent your animals from dying the next day.

I think the best way to go about it is saving on two seperate diary spaces/memory cards. Save every night (I know, it gets annoying after a while), altering which diary you save over. For example, Day 1, you save in Journal Entry One; Day 2, you save in Journal Entry Two; Day 3, save in Journal Entry One; continued so forth. If you find that there will be a hurricane/snow storm, go back to your other game and load that one up. For example, you are playing on the first journal entry, and you find out there is a hurricane/snow storm tomorrow!! Run back to your diary, select 'Read Diary' and load up Journal Entry Two. Re-live that previous day (deja-vu anyone?) and then continue until you reach the original day that you 'read' your journal. The weather forcast should be different.
Yes, you will lose a day's worth of work, but if you want to keep all of your crops and your animals happy, then I advise you to do this. However, if you are impatient, like me, you won't bother. So what if I lose a few hearts? neutral
I hope this makes sense, because I'm utterly confused if I ever try to read anything I wrote 5 minutes before present. sweatdrop

normally if you see that there will be one on the tv just restart that day and sometimes the weather will change. I don't have this game but it works on all the other ones

You're welcome!! It's the same procedure for the snowstorms as well. It is really easy and useful.

When there's a hurricane, simply go and dig for a while. When you come out, it should be over. That's how the weather ranomly changes as well.
