Is Shimian Specter playable? The only deck idea I could think of for it is the mono-black discard deck. Play it and hope they don't topdeck kill spells. However, it could prove to just be an expensive 2/2. On a side note, would Extirpate then be more playable?

I reckon it's probably playable, but i'd go for the extirpate every time over it.

I want to run both, so if they play something to prevent specter from hitting it, I can extirpate it and they lose that part of their deck anyway.

I run it as a one-of tutor target in my Project X, so that vs. decks you assume are running Extirpate you can remove it from the game so that its less likely that they will disrupt the combo, along with other disruption.

it's playable IF and only if you expect your opponent to run 0 removal.

being able to intervene w/ your opponents hand and library is very handy.. you can make counter deck, discarder deck,... so far ive seen a powerful discarder deck with this card...

In fact I tried it in tandem with the specter from coldsnap and it was fun but the sad truth is that is too fragile to be of any use. I'll use Hypnotic Specter instead of Shimian any time.
