For at least three hundred years, no living soul has left the great metropolitan city of Andel. Why would they? Danger and death lurk outside the city, a land dominated by harsh weather and hideous, flesh-rending mutants. It's much better to stay within the city. True, circumstances are far from perfect...nobles lap in luxury while the more common people struggle along in their daily life, but at least they have a life, daily - and that's something, after all. Nothing threatens their little heaven of a halcyon.
Or at least, that was the case until they showed up.
Officially, they're nothing more than a small, irritating urban legend perpetuated by superstitious peasants and high-strung nobles. But on the streets, and to the secretive sub-government programs involved with them, they are known as "Celestials". They are people, born with certain powers: ancient magics, or just basically extraordinary abilities. Although their presence has been kept very quiet, they do exist powerfully as an underground rumor. Their name is mentioned most often as a tiding to send a child early to bed, lest their open eyes attract a Celestial's murderous hands.
The government knows them as much more than a figment of a child's frightening nighttime lullaby. It's said that they accumulate to at least .03% of the general population. What to do with such individuals is hardly agreed upon - destroy them on the grounds of them being a threat to society, use them in the fight against radical groups, or just pretend they never existed and wish them away with the same blissful ignorance that vanishes the monster in your childhood closet?
Those more knowledgeable about the phenomenon tend to be very extreme upon their views on the subject. The reasoning? Celestials will certainly not go away once ignored, and the evidence stands on an old legend impossibly predicting the insurgence of this genetical miracle. The Celestials, it hints, are only the beginning. Soon after their emergence will come the awakening of "the Ethereal" -a single being posessing all of the known Celestial elemental powers. What The Ethereal's role will be is unclear, but the popular educated guess is that the Celestials will be the ones who break the ancient magic barriers that keep anyone from venturing outside the city. The barriers are the only magic anyone likes to admit, and for most, the possibility of their last protection breaking is a grim vision of reality indeed.
Whatever the case, it's not a good time to be a Celestial.


**Andel Government Special Agency (AGSA): This is a program dedicated to the research of Celestial developments. A lot of time and energy is devoted to pinpointing new Celestials. Treatment of Celestials depends entirely on the agent who runs that particular case. Although the official mission statement is to merely interview and then monitor the Celestial, and perhaps later ask for help from said Celestial, there are some officials who would much rather contribute time to ridding the world of any Celestials that they can find. No screening of employees is made, so a Celestial has about a 50/50 chance of surviving an encounter with this agency.
**Chrest: There isn't much that can be said in moral approval of this scientific organization. Most of the time they perform bizarre studies on Celestials that are found. Even the Andel Government generally disapproves, but the organization has done a very good job of falling off the radar.
**Freedom Movement (FM): Not everyone is as generally accepting of the caste system, nor especially the noble's unfair treatment of others. Although thought to be crushed at one point in time, FM has been making a quiet recovery in the limelight. Their relationship with Celestials is simple: the more, the better. They intend to throw a wrench into the Andel government machine any way they can, and having psychics blow up stuff is not a bad idea in the slightest. How those Celestials will be treated once they've served their purpose, however, is another thing entirely...
**Isis: This would be the only truly pro-Celestial group in existence, probably because the membership is comprised entirely of Celestials. Their leader created the organization for two purposes: One, to protect and care for all like-minded Celestials. Two, to fulfill what she believes to be the destiny of all Celestials--bringing down the magical barrier that seperates Andel from the rest of the world. Obviously this view has been met with a good deal of skepticism and outrage, but she doesn't seem to care. Being a member of Isis is part therapy session, part protection program, and part religion. For now, Isis is a quiet organization, but soon their cries for truth may become a roar heard throughout all of Andel.


**Elemental: These are the more traditional magic wielders. They usually prescribe to one of the following elemental strengths:
Wind - Control of air currents, light objects. Can suck the air out of a room or increase air pressure within a contained radius or make small bubbles of contained oxygen, create very small tornadoes/windstorms, erect weak barriers between self and incoming objects/persons, can create absolute silences within small spaces. Some can even bend the air currents so forcefully that they create a sort of mock "flight", but this is a very rare talent.
Water - Control over existing water sources such as pipes, streams, rain or small puddles. Can move water, bend it into certain shapes. Some possess a degree of control over the fluids existing in the human body, but this takes a large amount of both cruelty and practice. Water Celestials often appear to create water from nothing, but are in fact manipulating and gathering molecules of moisture already present in the air. Water must be liquid before the Celestial can control it, thus ruling out ice and partially frozen liquids.
Fire - Possesses the ability to control existing flame. Can channel the fire into loose shapes, though usually the Celestial is restricted to simply hurling flames at an enemy or target. Can part existing flames and walk through a burning forest unharmed, and Fire Celestials are extremely resistant to heat.
Earth - The ability to control existing amounts of dirt, rock, sand, or plantlife. Can create mild tremors, shape loose soil, levitate rocks and clods of earth, create small sandstorms and can "talk" to plants -- encouraging them to grow, wilt, or sometimes even defend the Celestial. This element does not bestow the Celestial with power over animals.
Darkness - This ability imparts phenomenal eyesight in even the most pitch black darkness. Celestials of this type can also create globes of darkness, extend shadows, mold small amounts of shadow into tangible objects, or create a mild pain in an opponent. Darkness does not serve as a solid shield of any kind and will not protect the Celestial from direct harm. (EX: being shot.) Darkness Celestials are powerless in bright, unobstructed light and cannot use their powers against Light Celestials. Celestials with this element are most generally albino.
Light - Can heal, create blinding flashes, and pretty much any other ability associated with the use of light. Celestials with this element are powerless against Darkness Celestials, as the two powers cancel each other out completely.
Metal - Gives the Celestial dominion over all things metal. Some can only bend small amounts of metal, other can warp entire buildings. It all depends on their level of discipline and how much practice they've had. Can levitate, mold, warp and melt both liquid and solid metals.
**Psychic: Nicknamed a "brain", a psychic individual possesses the 8th and final element: Mind. It's standard operation of the term. These people can move objects, see into the future, and soothsay the truth of situations.
Nobody can be an Elemental and a Psychic, and Elementals can only control two elements.

Technology - Halcyon's Demise, while not set in any kind of current timeline, could probably beconsidered a futuristic city-scape. It's technology is advanced but crude, and very little form accompanies function. Guns, cars, tracking devices, and high tech laboratories are all perfectly within HD's technological scope. Members are encouraged to use their imagination when creating machines or weapons, and pretty much anything that you would see in a Sci-Fi movie is acceptable here.
The City - Andel itself is built inside an enormous magical dome that seperates it from the rest of the world. Even though this dome is large, Andel is a large city and as such it has a very crowded feel, especially in the poorer sections. Enormous skyscrapers and apartment buildings line almost every street, and all but the richest of families are packed together like small fish in a tin. There are very few parks around, and no farms, as all of Andel's food is synthesized using artificially enhanced enzymes and proteins. This food is distributed through markets and real, freshly grown food is extremely rare and expensive.
Nobles enjoy a much more spacious life, though even their estates are given limits. Most well-to-do families live on the Eastern side of the dome, with the Northern areas devoted to government buildings. Southern and Western districts support most of the city's industrial establishments and house the poor. No one lives in one or two story houses anymore, everything is high-rise or consists of a minimum of ten floors, usually more. The streets are wide and well kept for the most part, and cars run primarily on air, water and electricity, since gaseous fumes are too difficult to filter inside the Biodome.
Weather is controlled by a team of government appointed scientists, psychologists and retired meterologists called "BSCT" (Biodome Specialist Control Team), or just "the biscuits" if you're an average citizen who's unhappy with the manic weather patterns. BSCT controls the daily weather in Andel from a small office suspended from the center dome itself, and changes in weather are transmitted through this connection by a series of electrical and molecular impulses. Buildings have been erected around this small "hanging station", allowing the staff to depart freely. Over the decades, BSCT has endured scathing criticism from the general populace of Andel as to their drastic day-to-day weather changes, but has so far ignored all of it. As one might expect, it's difficult to launch a successful riot against something suspended in mid-air.
Many Celestials have been tagged throughout their dealings with the many different organizations in Andel, primarily Chrest. A device commonly used by agents of said organizations is the "locater", which comes in a variety of shapes, sizes and accuracies. This device can be hooked into everything from a car radio to a watch, and allows agents to pinpoint the location of Celestials that have been marked. Different colors denote different organizations: Red is for Chrest, blue for AGSA, green for the Freedom Movement, and yellow for Isis. High-end locaters are also capable of pinpointing unmarked Celestials, which appear as white dots. Some Celestials are immune to detection, though once marked it is next to impossible to remove the device, which after a period of three days actually merges with the subject's own cell structure.
