In the middle of any chat, there is a gem with a blue center. When you click the center it turns purple, and in purple lettering on the chat-screen it gives you a message, "Gem activated." What does this mean? What does this do?

Doesn't do anything. If you click it for a long time, it will eventually say "Perfect Gem Activated", which also does nothing.

i think it is just something someone put there to annoy us. although i did get the perfect gem activated, but i past it up so i dont know if that does anything
