This might be a dumb question, especially considering that I've played through the game a couple of times... but I've never been able to determine the purpose of the "barrier" bar next to the PCs' names in the battle screen. Does it actually do anything?

Yes, when you cast a spell that sets up a barrier, such as Barrier, M-Barrier, or use the Enemy Skill Mighty Guard, the bars fill up and act as a timer for how long you have whichever barrier on you working.

Ahhh, I never use barrier spells, so I never noticed. I feel dumb! XD

Haha, its alright, I rarely use them either, but I noticed it whenever I got MightyGuard. xp

i love using barrier, it helps alot when your fighting tough monsters.

actually u can get both barrier and m-barrier in one cast if u have the materia and u have it lvld up to wall.it saves time too.
