I mastered most of the skills, finished most of the quests, and the game in general has become bland and predictable. I just need to know from people who have it already, will shelling out $30 on this expansion pack make a difference?
I also planned on starting the whole game over, if that means anything.

Eh...hate to tell you this, but it's pretty much more of the same.
Talk to person, go into creepy cave/forest/dungeon, kill something/retrieve item, bring it back, get reward, rinse and repeat.
But there are a lot of different items, creatures, and people this time around, and the main story itself is pretty interesting.
Don't expect too much variety, but i'd still recommend it.

I thought as much. All the new stories, weapons and armor in the world can't get me to force myself to play this game over again.
Maybe in a few years, when I'm going back for some achievements, I'll get it.

I haven't played it but just looking up on it I'd say it's worth it if you have steady source of income if you don't it's not.

Well I do have a steady income and I enjoyed it thoroughly. It's just one of those games I could get into anytime. I'd say it was worth spending the money on.
