Hey guys um...
there's a fully-grown Rottweiler down the street from me... the cage he's in can't be more than 3 X 4 (feet) it's really sad. I've only seen him out of the cage once and that's when the owner (doesn't look very nice but I shouldn't judge by appearance) was walking him with a younger black man. There was a female in the same cage but I don't see her anymore. I think she was sold, she was really really pregant. Looked to be about 2-3 weeks, if that. *shakes head dispparovingly* Animals are so much better than humans... ~Tr!nity~

Keep an eye on the dog and watch for signs of abuse. Also could you include a time frame for how long the dog is kept in the cage? Do they have a yard? How does the dog look, what's his condition?

I've gotten pretty close to the dog (about 5 feet) and he looked to be healthy, not starving or anything. So he's probably not be neglected I just hate seeing him in such a small cage you know?

The owner does have a yard, but it's not fenced so obviously they can't keep him there. It's less than a half acre I'm sure.

What police will do about it depends on the specific people and government system where you live, Confining a large animal to such a small enclosure is cruelty, though not neglect, and many places can make it legally necessary for them to do something better for him. Some places, unfortunately, though, don't have as strong of animal rights and won't be able to do anything. I suggest looking up local laws in your area. Maybe online?

I would say contact the local SPCA and let them look into it, or at least see what they say... I mean neglecting an animal is horrable.. I've seen like some pet cop show thing, and some of the animals you see just make you want to cry

so check with the SPCA and maybe even the police department

I was in a similar situation where I thought the cages the dogs were in were to small and the cages were up on stilts, that put me off guard and I was going to call on them. However I looked up my local laws and found out that having them on stilts and the approximated size there were was actually legal and the stilts were recommended in case of floods here.

Shout freedom and let him out of his cage!
Okay maybe not. Maybe you could talk to your neighbors (don't offend them) and maybe offer to take the dog for a walk or a run or something.
