Sephiroth also has my vote. Just his outfit alone makes everyone else look lame.

I'm saying Kefka for being completely insane and so far (to date) has been the only villian to ever actually be completely successful in his conquest. The party only brought him down 7 years after he did what he wanted to. That and he's a merciless b*****d that would use tactics ruthless beyond compare [I mean come on he poisoned the water supply of Doma Castle, killed General Leo and Emperor Gystahl, who were two of his own allies, Killed or enslaved all the Espers, yeah that's an entire world's worth of magic beings, and then eventually brought about numerous beings to bring about the end to all life on the planet (Phunbaba and the 8 dragons)] after all that who can say that he isn't the meanest guy in town. Kefka gets my vote hands down.

I gotta say Sephiroth hands down. He was just an awesome villain, killed lots of people (Aeris YAY!!!..i hate her), tried to destroy the world, and messed with everyone's head...Plus, his outfit was just freaking cool especially the Masamune. Also...he came back through Kadaj and his brothers...and he has that sexy wing of his.

The best villian in my book is Kuja. The title Angel of Death really suits him well. He manipulated a queen, he is the King in Treno, he distroyed both of Princess Garnet's home (Madin Sara and Alexandria), created the black mages (hi Vivi!!!), enslaved Bahumut, slayed the Queen, used the heros on numorous occasions, defy Gardland- his creator, controls the silver dragons, owns a silver dragon(that's a huge plus!), killed Garland, blew his own home planet up, and distroyed the crystal.

Sephiroth heart He was my first Final Fantasy villain I ever faced - and the best one so for (heh, I guess it helps i've only played VII, X and X-2 sweatdrop )
