How do you make a comic (not paper and pencil) using your avis and other do you need a program?

The easiest thing to use is Paint. Though there are better programs, they cost money. Paint comes free with any Microsoft OS. Though Paint might be easy to use, compared to most other image editing programs, it's close to crap.
So it's either use Paints limited abilities, or bust out five-hundred dollars for Photoshop.
