Do you think if they made Batman appear on Smallville, The show would have Gothem as a spinoff? (Batman as a Teen using his detective power to solve crime) Personally I'd rather he just show up to help Clark for time to time. Oh and woo Lana twisted !!! Gaian's thoughts Please!!

No.
We know they can't have a young Bruce Wayne guest on Smallville anyway, because of rights issues due to the reboot of the Batman film franchise. I doubt the show would show us another city (and what would be the point of showing us Gotham if we can't have Batman?).
Similarly, we also know that the CW isn't interested in picking superhero shows at the moment from the fact that they never picked up Mercy Reef - and Al Gough basically said as much.

The closest Gothem got to being on Smallville was a small name drop by the guy in reunion who got blown up in his limo.

I was thinking the same thing there Saber. I highly doubt Gotham will be explored any further than that on Smallville.

Wouldn't Bruce be doing his training or something during this time?

Yes he would be MissCharmed, and I do believe he doesn't train in the US.
And for the record Saber Tori Spelling's character in "Hydro" also mentions Gotham.

I didn't pay attention to her much mainly cause I don't care for whoever played her character.
