I can definitely see how the virtual babies wouldn't discourage teen pregnancy. They sound far too easy to take care of. My guinea pig starts whining at random intervals as well, but I don't have to worry about his emotional well-being. Virtual babies don't spit up on you, either.
I don't know what would be a better way to discourage teenage pregnancy, though. Maybe giving teens a gigantic stack of parenting books to read?
