I thought through my concept fairly well, but I'm having trouble choosing a village that fits it. The clan/character concept I thought of is heavily air/sound dependant, cause of the mechanics, it's pretty much hard to change without making an entirely new concept all together (Which I don't really feel like doing, but I can if I have no other choice).
So, my problem is, since Sound and Cloud villages are basically closed (I'm not a long time member of the guild, thus I can't exactly join Cloud), I need to find a village that suits my concept, if there are any.
Suggestions?

Well, you could just about any open village. In Naruto series the persons powers hardly concentrated on the village. There could be all kind of elemental users in one village.
And for the as a air user you could always try to join hidden village of sand, because it is located in Coutry of Wind afterall... Theyre accepting academy students, last time i checked...

Hmm... I think you are supposed to PM the kage of the village to join. But you should check the RP academy sub-forum. There should be some kind of tutorials of how to apply to a village...
