For those who do not know, that is the weapon used by Soi Fong from Bleach.

Any ideas on how to make one?

I too have wondered.

I was going to cosplay as Soi Fon in that particular form until...Suzumebachi D:

The first thing I always want to resort to is cardboard >>
However, I'm not familar with fabrics and textures so appologies.
