Look at pictures of Nana Kitade. She is a punk lolita, and she looks great! Look at her outfits for inspiration whee

I really like this punk loli outfit: it looks simple enough, and it's really cool!

Sparkkelz: That's not really punkloli, just...punkish.
The skirt is farrrr too short, plus no blouse and just a corset=/=lolita.
Hotaru: For Punk Lolita, the general Lolita consept is still in play. Tartan plaid is used, as well as slightly deconstructed fabrics, safety pins, skulls, tulle fabric and messier, more punkish hairstyles. Ripped up tights and kneehigh socks are seen, and petticoats might be layered over each other. Think about the whole British Punk movement in the 80's. It's kinda like that, just more poofy and frilly.
Big combat boots are worn, as well as rocking horse shoes, or black Lolita shoes of sorts. The key is to still look like a Lolita with the lace and stuff, but with a punkish edge.
Check out Baby, The Stars Shine Bright's Alice and the Pirates clothing line. They have some punk/pirate loli things. A lot of it can be hand made for that extra DIY touch.
