they're kind of like human atillery. They are the big guns. they will get the job done. that's pretty much their purpose. who needs cannons when you got state alchemist.

that saying is like a cover story. Supposedly Alchemist's are 'for the people' by creating better life for people through research and such. But as Rosie said, the Alchemists are only human artillery put onto the battlefield to kill.
another explanation *potential spoiler* so it's in white:
In the one of the last episodes, I forget which exactly, Ed and Roy get into a conversation about how once Roy overthrows Bradly, Democratic rule will be reinstated. Which, they explain, leaves no need for the State Alchemists because everything will be peaceful again.
