well, they have never had a conclusive fight.
just them 2 vs each other in a field
they can both summon their respective animals etc

we really don't know enough of jiraya's full battle potential as he's never really been pushed to the limit...
From what we know so far, Orochimaru should win without too much trouble. After all, even while still adapting to his new host, he managed to fend off 4 tailed Naruto with relative ease. yes he wasn't doing any damage, but he didn't take any either..

hadnt he been in that body for 2 and a half years though? and also it is shown jiriya has also survived an encounter with the 4 tails naruto, albit with a mother of a scar on his chest

ooh just browseing and found this, and found an arguement for jiriya winning:
orochimaru stated that he has lost and would lose if he fought uchiha itachi
however, when itachi and kisame go to abduct naruto, they are scared off by the sight of jiraiya, stateing that even together they couldnt beat him
therefore, that should mean that jiraiya>itachi>orochimaru in terms of power. therefore jiraiya would win

On the one hand, Jiraiya barely stopped a rampaging 4 tailed Naruto, while Orochimaru was just toying with it for the longest time.
On the other hand, Orochimaru is scared of Itachi and Itachi doesn't like fighting Jiraiya. Then again, Itachi had already used a large amount of his chakra using Tsukiyomi on Sasuke; were it not for that factor, he could have very easily just used it on Jiraiya.
