Level 40 is not needed. It just helps to get there faster.
If you explore around a bit too you can get to that peak on top of IF. Great spot for mages to Slowfall off of toward and past Menathil Harbor.

yeah slowfalling like that is awesome i searched about the airport and turns out is was used in beta somehow also there is a pet trainer there and the gnomes working on the airplanes will cry every now and then deff fun to check out
