Not that i know of..
If they do.. just go to one of the churches and get it recharged..
I know Skooma for sure does.. not sure about beer or wine

Beer doesn't, i had to drink a lot to lower my personallity for one of the daedra shrines and it only lasted for a little while, its the same for wine and mead i think.

That's the difference between DRAIN and DAMAGE.
Drain is temporary.
Damage is semi-permanent. (That is, it stays down until restored.)
