The Rules and Guidelines section of Gaia explains it best.

What to do if SOMEONE ELSE breaks the Gaia ToS
If someone breaks the Gaia ToS in the guild, report it to the guild moderators. We can then take action upon the issue. Depending on the severity of the issue, Gaia moderators may be involved.
What to do if You break the Gaia ToS/are warned
Don't argue with the moderators or anyone else involved. If you just accept the punishment, the said punishment may be less.
If a complex issue asrises between two or more people, The involved parties will all be contacted for their version of the issue, and then a result will be made after discussion in the Moderator subforum.
About Warnings
If you break the Gaia ToS in the guild, and are caught for it, expect the following punishments:
1st Break: Warning
2nd Break: Final Warning
3rd Break: 3 day ban the guild
4th Break: Permenant ban from the guild/Gaia Moderators involved
Every 6 months, any breaking of the rules will be dismissed, and you will have a 'clean slate'.
