Because I don't have any definate proof against him. How would it help if I jailed an innocent person because I had a hunch?

That's not the point of the game. It's supposed to be the players versus the killers. Every innocent player put in jail is a loss
Every innocent player killed by the sniper and CK is a loss too. Yeah it sucks to put the wrong person in jail but that's part of the game. It brings you a step closer to catching the sniper/CK.
Why not be a bit more careful and make an effort to put the right person in jail? With your logic, we might as well jail everyone, as it will get us that much closer to catching the killers
That's where clues and suspicious behavior help, but half the time we don't have that. So when you have nothing, your working blind and it's only inevitable that some innocent people will go to jail.
When there are fewer players this is less likely to happen...especially once the list gets cleared of inactives. 0_0
