I don't know about the metropolis character, for that isn't my story.
As for the elemental clans, you can stay as shadow and be part of the fire, for I don't know if we will get enough people to keep the clans open anyway. If a lot of people go for the clans, then more clans may get added in as needed.
I have Dark and light as possible clans, but didn't want to start with more clans than I had people.
Also, you can have as many characters as you can handle in the clans.

Sub clans then?
The fire clan is pretty.
Powerful already.
Two sub clans.
Light and dark.
Could show even.
More power.
And also.
They could.
Be trained secretly.
Which little to none.
Fire power.
To more of the.
Light or dark.
I dunno.

Actually, out of all the clans, I think earth would be considered the power house. Earth is everywhere.
Then fire and water, on about equal levels of power, and last would be air, owning the least amount of land, though they can counter the earth clan effectively, if the two ever fought.
