When placing the head on the neck, you just need to understand that when the head's at an angle, the neck follows a straight line from the chin unless your drawing is from a side angle.

So basically your head slants too much for the neck/body you've drawn so either you re-draw the neck and torso, or you redraw the head. You can leave the hair, so I'd say just change the head so that it's straight.

Otherwise - top job with the colouring, and I love the outfit ^_^

However, I must agree with the comment about the placement of the head, but 'tis merely a minor flaw. 3nodding

Alongside that, you may want to think about showing a small amount of her upper legs, and then having them fade out into whtiteness as opposed to cutting the girl off at the hem of the skirt.
