*sighs* Silver Surfer. Hulk may have the muscle here but Surfer comes the closest. Surfer has the speed advantage with or without the board. Surfer is also the toughest in the universe. Thor's magic is vast but you're using his weaker Ultimate version so he would be the first to go. Again nothing short of a cosmic being (or Dr. Strange level of magic) can defeat a wielder of the Power Cosmic especially against one as advanced as the Surfer. Besides, Surfer has already beaten their more powerful 616 versions.
