I also don't think level 10 soul strike is necessary, or level 10 SP regeneration, but really, it's up to you. :3
Soul Strike I'd say is preference (to which most don't prefer it
biggrin ).
That sp regen skill most forgoe as natural regen at higher int is sufficient, and the skill only works when standing still for 10+ seconds.
On the other hand if soul strike is expected to be used frequently, than SP Regen seems useful as it's a major sp drinker
