Introduction
The Republic of Seafoam is a odd country. A Republic and a Dictatorship. Impossible, but somehow actually happening. The Head of State as well as the executive branch is the military head. The Legislative branch contains the House of Masters, which contain Military representatives, 2 per island, and the House of Commons, which are mainly civilian, in accordance with the Island's population. The Judicial is focused on the Military High Court, a mixture of Military and Civilian Chief Justices appointed by both the Executive and Legislative branches.
How is it a dictatorship? Well, eversince the end of the wars, the country has always been under military rule. The Legislative branch was created for the day to day affairs of the state, but in essense, the Executive maintains most authorithy. The Legislative has some power over the Executive, but with the majority of Seafoam citizens and politicians actually supporting the Military rule, any chances of an actual Civilian Executive branch is only fufilled if a the Head of State retires from active military service and was elected for the position of head of state.
The Head of State is formally known as Seafoam Gen-sui, or Seafoam Field Marshall. It is also interchangable with the Head of State's rank, and it is not unusual for the media to call him/her Seafoam Tai-sho, Tai-sho, or General. When the Head of State is a Civilian, retired officer or not, the title reverts to President.
In the event the current Head of State is unable to fufil his duties as Commander in Chief of the Armed Forces and President of the Republic, he/she may step down, or split power with a person meant to handle the job. If it is due to other reasons, the people would then cast a vote for the head of state to leave, and the Houses would have to find a new candidate for the position.

Executive Branch
Current Head of State: General Chris Ganale Formal Title: Seafoam Gen-sui Ganale Administration name: Tsuchi Administration / Earth Administration
The Ruling body of the Republic of Seafoam, corresponds with the person currently in charge. Currently, it is called the Tsuchi Period, or the Ganale Leadership Period. Tsuchi represents General Ganale’s Earth Element, Tsuchi meaning “Earth” in Japanese. The heads of departments and cabinet positions, as well as aides are mainly within the military heads, chosen by General Ganale. The current capital would be Giltella Air Base, but since the Department Heads and such are mainly military leaders or trusted civilians, the probability of wiping out the entire Seafoam government in one strike is improbable.

Legislative Branch
The Diet of the Republic of Seafoam consists of the House of Commons, which consists of 50 members, according to proportional representation. The House creates the laws that apply to the majority of the Seafoam Nation. The President of the House of Representatives would be the Representative Speaker, elected by the ruling majority in the senate. The House of Masters, normally known as the Senate, is the more powerful, usually making laws pertaining to the military and treaties. It is staffed by 36 members, 3 per Island, even if the Island is a military island. Although unofficial, the majority of the members of the House of Masters are retired Military Officers with the lowest rank being that of Lieutenant Colonel. In matters of budget, treaties, and the welfare of the nation, the House of Representatives may insist on their decision if there was dispute, but in other matters, the House’s decision can be overruled by a 2/3 majority by the House of Masters. The Leader of the House of Masters would be the Senate Master, appointed by the leader of the Seafoam Republic, but would usually be the “Vice President”. The Congress building and Judicial building is a complex of three identical structures on Island Four.
