Goku, in my opinion, is not concerned witht he rules of the universe. He is able to come back from the dead at will (usually with instant transmission) and has "died" several times. To be honest, after achieving a power level beyond that of the Supreme Kai and anyone else in the universe, Goku is considered to be something else. I don't think the rules of death apply to him anymore.
