is it cus he killed lambert to stay undercover

or maybe the NSA had something against the fisher

im not sure of the details but if u played and beat SC for the psp youd know

its not that its because hes going deep undercover as a double agent, working for both sides if you will. he goes to jail to get in to the terrorist cell you can't just walk into one, play SC biggrin A for Xbox 360 and you'll get the real story.

If you're talking about the ending, (I don't know about PSP) it's because the work as a double agent, it's pretty risky to have you around in the streets.
