Is there another way i can get this spell or can i make it if my conjuration level is high enough? That voulnardo dude died sense he was in the bruma guild and i forgot to buy it off him. Anyone know an alternate way i can get it?

you cant create it. conjuration creation only allows you to extend the life of an existing summon. You could mod it into the game or look in planet elder scrolls. They might have the hex codes for the spell.

Edit: go to this site for the summoning spell hex codes. I think that they dont have the actual spell but the scroll.
