Well, here in America we have something called a Klondike bar. Basically the Klondike bar was the first thing to have the Polar Bear on the front because the Klondike is snowy, the polar bear is white, and yeah, they had the whole "color scheme" thing going.
So yeah, its all about the color scheme. Oh and to note what that first part had to do with Fox's, absolutely nothing.

Seriously, I thought this was dead.
Glacier is a big rover of ICE, associated with the pole caps, it could well have been a penguin on the front of the mints, but polar-bears are cooler.
