Ayame because she goes after him. Kagome loves InuYasha and is only friends with Koga. Poor Kagome.

Here's something for a change of pace... a couple of reasons why Kouga and Ayame belong together that doesn't involve the phrase "Cause he promised" or "Cause they're both demons" because that pretty much goes without saying.
However, it goes more into detail than that. Yes, he made a promise to take her for his bride when she was little, but that's just the thing. She was young, and it isn't exactly certain the full reason why he did it. Whether he actually meant it or if it was just to make her feel at ease since she was almost just killed. He takes her back to the mountain, and that is the last she sees of him until she comes down to find him.
At this time, he's completely forgotten about her, and the promise, and he claims to be in love with Kagome. Further, yes Ayame loves Kouga, but based on the demon that saved her when she was a child.
But the redeming quality that makes Ayame the better choice is that, even after she realizes that Kouga "is in love with someone else" she doesn't give up. She's determined to get him to keep his promise, and take her as his bride for the sake of the Yourouzoku. After she realizes that Kagome doesn't feel the same way for Kouga, Ayame makes it clear that she still won't give up.
At the end of 84, Kouga is by himself by the edge of a river, thinking about the promise and about Ayame. He blantantly says to himself that he isn't sure he's going to survive once he gets his revenge on Naraku. And that Ayame should forget about the promise. Obviously, he doesn't want her to get hurt if he dies, which is understandable. But if he was so surely in love with Kagome, wouldn't he share the same concern for her than he does for Ayame? Or maybe it could be that he knows, as much as he might hate to admit it, that Kagome will have Inuyasha.
At the same time, Ayame stares off at the full moon in the distance, thinking about how Kouga saved her and how she won't ever forget him. Meaning, she isn't about to let him go that easily.
Ayame is as stubborn and determined as Kouga is, and is a very good match for him. She's strong, she can defend herself in battle (unlike a certain miko that's constantly having to be saved by one male or another) and she's very attractive. Kouga just doesn't realize all this yet.
