i didn't realize his name was herbert! and actual the line goes "you like popsicles? I've got popsicles in my freezer" it was the episode when chris got a paper route, but then they had to go down south. later in the episode he says something about his cellar....
he's also in the nudist bday when meg runs into the nudists son and then they have a small convo and when the nudist boy walks away, the pervert is there and says "holy moley! it must be my birthday!"

have you seen the one where chris had a pimple and it was evil and chris took his shirt off and swung it around and herbert climbed up on a ladder and said o my and the ladder fell

That's the one where Chris broke his window and he had to make-up for it by doing chores around his house. And of course, Herbert fantasized the perfect life for the both of them when they went to the restaraunt for dinner.

also when they had stewie in the tv and roanald mc donald lol! was at chries bed he was talking to the tree. hey pick on someone your own size and falls down a hole with the tree.
