I've heard that the Trilogy is "over."
Apparently, Mr.Paolini was thinking about the third book that he was going to write and realized it was much too big to be put into just one book, so he has decided to split the last book into two separate books. Thus, it can now be considered a series, or as he calls it "The Inheritance Cycle".

And for those of you who would like it in detail, I copied this from another guild I am in. This came from a newsletter the person had signed up to receive directly from the Inheritance site::

It was announced today that the Inheritance Trilogy is the Inheritance Trilogy no more - a forth, full-length novel has been added to the Trilogy, expanding Eragon and Saphira's adventures.

"I plotted out the Inheritance series as a trilogy nine years ago, when I was fifteen. At that time, I never imagined I’d write all three books, much less that they would be published" said Paolini. "When I finally delved into Book Three, it soon became obvious that the remainder of the story was far too big to fit in one volume. Having spent so long thinking about the series as a trilogy, it was difficult for me to realize that, in order to be true to my characters and to address all of the plot points and unanswered questions Eragon and Eldest raised, I needed to split the end of the series into two books."

In addition to the announcement of a fourth book in the series, the release date has been announced for the third book, which still remains un-named: September 23, 2008.

That was a shock to me, and I've heard a lot of people are upset about it. They didn't expect to be waiting that long.
But concerning the unnamed, it's already been released, so yes.

Please note that the first quote took place while they were in Du Weldenvarden and second during their flight over the Hadarac desert on route to Surda. It struck me as odd that the next dragon to appear would be green and by chance it is mentioned that Eragon steps on a green dragon egg (the eggs were often the same color as the dragon inside). I had a discussion about this with my father and we figured it could be nothing or a dragon egg had been hidden away by the elves during the fall and they dared not share it with the rest of Alageasia for fear another human such as Galbotorix would appear as it's rider. The only reason Saphira's egg was to be shared was because it was Brom and the Varden who rescued her so elves could not hide her.

Well, its parents would have to be dead if there was nothing about that particular dragon, since it would be wild otherwise, and since Du Weldenvarden is protected by magic, that means the third rider is elven.
