You meet Norma and Ernst first in Stormfist during the Sacred Games...
and later in Raftfleet...
Levi is in the Big Hole to the west of Rainwall (Barows Town)
When you get Levi and meet with Norma and Ernst, Ernst turns human for a short while.
And when I took him to Jeane to see exactly what rune he had, it said that he had the Beast Rune...
I don't know the actual past of this particular rune, so could you please tell me...
Do you think that this could be the actual True Rune from Suikoden II?

No, it is not the Beast Rune. It most likely was created from the Beast Rune, like Rage and Fire runes come from the True Fire Rune.
But think about it, really. It wouldn't make any sense if it were the Beast Rune form Highland, considering the Beast Rune was given to them from Harmonia quite some time before Suikoden V. Also, I'm pretty sure Ernst's rune is the Pale Beast Rune (or something like that), just like the Pale Gate Rune vs. THE Gate Rune.

I don't even really remember if the Beast Rune WAS in Suikoden II... sweatdrop
All I remember was someone dying... a bunch of arrows... and some silver and a gold wolves... stare
