Okay this is probably a really dumb question but is dry sex considered sex or just fooling around since you have clothes on?Would it be considered a sin to have it?

Sex is not a sin. Sex is a glorious celebration of the gift that God has given us. Kust, which is a perversion of sex, is a sin. That being said, the driving force behind 'dry-humping' would be lust, thereby making it a sin.
By the way, whether you call it 'sex' or 'fooling around' it doesn't change what it actually is, which is, a sin (outside the context of marriage, that is).
