Hmmmm, hard to say. As others have said, not much has been seen of Damion's fighting skill. The only things I know about him are:He can levitate things, he can chop off vampire hunters' heads and that he is angry all the time. Not much has really been seen of Tuma'el's fighting either. The only things I know about him are:He can create portals, he's a demon warlord (and thus must be very powerful), he can transform into a black cat and he can make copies of himself.
Looking at these powers I'm guessing Tuma'el would win. My reasons for that are biggrin amion is angry all the time and might not think as clearly as Tuma'el, Tuma'el can create portals and move around quickly, Tuma'el can create copies of himself and confuse Damion and Tuma'el's probably more powerful (Damion isn't a warlord is he?).
If this fight is a fight to the death however it would be even harder to say because Damion is undead.
(I hate Damion.)

I would put my money on Damion.... There is no real idea how far his powers go.

That whole "don't wake up the vamp" scene reminds me of the ship scene in the Black Blood Brothers.

Now. Neither is better than the other though I say the winner would be Damion because he could distract Tuma'el with cookies or a butterfly then just feast on him.

Damion may have the advantage in power, but when it boils down, Damion's trigger is his anger and irritation, and he uses his power to deal with things that anger and irritate him. Tuma'el, on the other hand, couples his power with highly effective strategy.
This being said, Tuma'el does not need brute force, but simple, sly tactics to remove the trigger causing Damion's reaction - trigger gone, Damion peacefully leaves to his room, and everything resumes routine.
