Suggestive dialogue is everywhere! Here are some of my favorites:
From Rurouni Kenshin:
Aoshi: My kodachi want to touch your flesh, Battousai! (or something like that)
From The Spongebob Squarepants Movie:
Patrick: Did you see my underwear?
Mindy: No, Patrick.
Patrick: Do You wanna?

Yu Yu Hakusho had one of my favorites:
"Spreading your seed around, Kurama?"-Yusuke
Kurama's answer was funny too, but not dirty. Something about phosphorent bread crumbs ^^.

While not "anime" by the strictest fan-standards, one of my favorite semi-suggestive bits of dialogue comes from The Fairly Oddparents.
Scene: Timmy's friends and family have been locked up in a cage by Timmy's evil past wishes. Timmy, Cosmo, and Wanda come in and fight off the bad guys. Timmy goes up to his friends and family and tells them that everything is going on is a dream.
Then Sanjay says (And this is major paraphrasing here.) : "Oh! I have this dream all the time! . . . but wait, where is your shiny whoite horse?"

Okay, by most standards this isn't "anime," but... This is from Foster's.
Wilt: "No, no! You have the vacuum in reverse! Make it go the other way!"
Eduardo: "Okay." (He flips the switch)
Wilt: "Now it's sucking."
Eduardo: "You're never satisfied, are you?"
This one's from Excel Saga. I'm pretty sure this was deliberate, but funny nonetheless.
"My name is Key. I am a key. Would you like to be... My keyhole?"
