How do you make a portal?

Do you need to be something special like a mage or something? Or can anyone do it?

Mages can create portals at level 40 for IF/SW if Alliance and Org/UC if Horde. And at level 50 for Darn if Alliance and TB if Horde.
They can teleport to IF/SW at level 20 if Alliance and Org/UC if Horde. And at level 30 can 'port to Darn if Alliance and TB if Horde.

Warlocks can summon people at level 20, I think.

All require reagents, I think.
