Well, here's what I think. It's all part of perspective, when you don't notice time, it seems to go faster. But when you do notice it, it seems to go slower, well, just because it seems that way, doesn't mean that time is changing. Maybe it is your OWN perspective of time changing and it is still going one second at a time constantly...

Here's another example, if you unconsciously slowed down time because you were watching the clock... then wouldn't everyone else in the world be affected by it? If everyone else in the world wasn't affected by it, then you would be seconds, maybe even minutes behind everyone else, and that isn't possible...

You're wrong, time passes at one second per second for everyone... No matter who you are (Unless you are in space and under certain conditions that would cause time to slow down due to speeds approaching the speed of light), and the last half of that statement proves that time itself is unchanging.

If it's the ability to make time go by faster, or slower, for one's self, I've been doing it for years. To me, it has to do with putting your mind into a temporary 'hibernation', where you're unaware of things that you don't want to be aware of.

I. E: Say you're grounded from everything. You don't want to pay attention to anything because there's nothing to do, so you just ..Ignore the outside world. You don't look at the time, you do whatever it is you do and you find out that it's all ready 9 pm when it seems as if you woke up only 4 hours beforehand.

When you get ungrounded, you can drag your mind back out of it's self and once again be aware, thus the days go longer, you have more time for things you want to do.

This is why I'm able to go through a year in less than 6 months, in my head. gonk

Modern philosophers aside, It makes the most sense to me that all of time can be accepted as having already happened anyway, since no matter what you do now, it will have happened the way it will happen, once it has already happened. There is no way to go back and change it, so there's only one way it will be.
This is basically saying, fate happens. You are still in control of your own destiny, but you only get one shot, so it might as well be fate anyway, where fate=X, and X is completely unknown.
By this, it can basically be stated that all events in time are already in existence, as though on a line. Say that each person's perception of now can be defined as a slider on that line. Any given person cannot alter their position on the line directly, but they can alter the acceleration a little. This just means that it is possible, since our sense of time is defined directly by the density of our perception (i.e. time flies when you are having fun, because you aren't paying attention consciously to details that would otherwise make you realize time was passing) to notice a little less, or a little more on purpose, and in such a way, alter our perception of the passage of time.
I've been personally working hard at trying to notice more and more in hopes to make time "slow down," but it's hard.

EDIT- Sorry forgot second point.
Second point-
"Letting the days go by" by the talking heads tells quite a bit about how to control your own acceleration through time.
