I think they removed the actual decoder part. It used to be on Lemonysnicket.com.

When the book first came out I tried to decipher it, but I couldn't find the answer to the question. My guess is it was just a clue like the one before Slippery Slope. You know, you sent that thing in and you received that paper that when cut properly, was two snow angels that said "Two will dissappear and never be seen again"? Yeah. Like that. There was no clues when The Grim Grotto came out, though.
