I'm not sure what catagory this would be under but I wanted make my about section information form around an image like what Isaviel did with her avatar in her profile that has the red 10 on it. I was told it was CSS so I thought I would ask here. Becuase I have been trying for ages to make my text do that in HTML form so I think it might be CSS.

You mean you want the text to do this? This is actually done with BBCode in the about section. The code is this:
[imgleft]IMAGE URL HERE[/imgleft]
You can also have the image float to the right by using this code:
