Are Ernest and norma missible? i went to raftfleet w/ Levi in my party and they are not in the inn... did i do something wrong?
I even went to the detective guy and they are not on his list for location of wereabouts....
ifanyone knows how i may still get them help me out please the strat guide is no help and i couldn't find anything on game faqs

You probably didn't talk to Norma or Ernst enough when you were at the Sacred Games in Stormfist? Maybe they'll appear very later into your game.

I KNOW!
You have to talk to them in Raft Fleet withOUT Levi in your party! Then come back with him in your party and VOILA!
