Well as for the suits of armor, they are never going to leave the school, therefore they aren't that much of an issue. The motorbike was obviously illegal, it was Sirius' bike afterall xp . The only thing I can think of about this question is that maybe the items enchanted for the school were exceptions.

aren't most of the items bewitched in some way that is harmful? the ministry car isn't harmful

I think a misuse counts as a previously non-magical object bewitched to be magical while around Muggles... or something xd

I think it only matters when muggles find out about it. Like when 7 people saw the flying car. Or when they could not fix those toilets. That way muggles don't find out about magic.

I really think that when the Misuse of Magical Artifacts department was created it was only to protect the secrecy of the wizarding world [or everyone would be wanting magical solutions to their problems] So I agree with most of you on that the department really is watching out for things that could be seen or harmful to muggles because lets face it...if the department went after every little muggle thing that was enchanted then there would be plot blockers all over the place because half the items in the HP series could be argueably muggle items.
