are ernest and norma missible characters? i went to the inn in raftfleet after i got Levi and they are not here HELP!!!!

It's probably random, maybe it depends on how far you are in the game? If you have a major battle/event to do then do that first. Afterwards, go back to Raftfleet and check the inn again.

and make sure that u talked to norma and ernst without levi and they should ask u about a powerful wizard...... once u do that, u can recruit them........
