i recently bought a wacom bamboo fun tablet for $250 CDN. the prices varry depending on size, quality,software....and if they're on sale.
as for the copic/prismacolour debate....they only sell prismacolour at my craft store anyway. i've seen a copic only in pictures. sad
that's ok. i love my prisma pencils anyway. as for art markers, i've bought a couple of prisma, calligraphy, and some other nameless but fair quality markers. so far, i don't really like colouring with them. it ends up looking blotchy, and you can tell where i changed angles while colouring. i only colour cartoons and bolder characters in marker, because it doesn't look as realistic.
as for paper, i don't know a place in canada that is devoted to selling manga supplies. most people up here still don't know what manga is. i think micheals sells some pen and knibs, but their supply is utterly and hopelessly limited. this is the only good craft store in my area, and i''m NOT about to pay twice as much as i should in american dollars (even tho our dollars are at par)online. micheals is expensive to begin with. XD
as for programs, i have photoshop 7, though i have next to no idea how to use it.

I use for pencils those pencils who looke like bolpoints you can fill them again and again and again I got the in diverent sices but its honestly a pain in the a** to finde new fillings. The standart sices are 0.5 and 0.7 but I use 0.3 0.2 and 0.8 1.0 and 1.5. For the grafic pens I like Redring pritty good but mainly becouse I can't get any better. (Sweden countryside S&(%S). Normal indian ink for the inking part. The coloring in PS7.
Is B4 bigger or smaler than A3 (my drawing sice)?
Hehe But my best drawings and short manga's still apear on the last empty pages of my schoolbooks on lined paper with a bolpoint or a HB school pencil. razz

Well, I've toyed around with a lot of media and followed my professors' advice on what's good. It's generally held up.

Markers: I like Copic the best, but Prismacolor are very good as well. I have neopiko and I hate them. They dry out way too fast for their price. As for paper, I prefer Canson marker paper. I've tried the copic paper and honestly...it sucks. Bristol board is good with markers, but it uses up a lot of ink, so I wouldn't suggest it.

Colored Pencils: I use Prismacolors, but if you know your way around them, crayola are good, too. (surprisingly.) The thing with Prismacolor pencils is that they are waxy. Did I mention that they're waxy? They're pretty damn waxy. They're a transparent medium, so they work best in blended layers. I've done some beautifully realistic illustrations with them, as have some of my classmates.

Since this is a manga guild, I'll make a note about the prismacolors and doing heavy blending: your inked lineart will fade beneath the layers. Expect to reink, or even better, use a black pencil instead. (or whichever color you use for lineart).

Using any medium effectively takes a ton of practice and dedication, as well as creativity. Sometimes it won't turn out the way you wanted, but you should still consider it as valuable experience.

Is the B4 size just the drawing area, or does that also include the 1"-1.5" boarder that should be around the actual drawing space?

Are there any places within North America that sell sheets in the proper size already with the boarder + rulerlines/whatever they're called in that non-photographic blue?
I've seen people take "in progress" shots of stuff they're working on and their sheets already had the markings on them but I know they were outside of North America...

Help, please?

Ffft, I -with shame- can say that I improvise with what I have. Like a HB pencil, 0.1 outliner, and Milan or other kind of Color Pencils.
In my school we now work with gouche so this means I don't really have money to spend for prismas AND shipping :S
but if anyone wants opinion on watercolors, qouche paints I'm here to say 8D
for now I'll stay and depress myself with nice materials.
