Well first up, there's the issue with the manga and the movie.
I haven't read the manga, but I've picked up snippets from websites and suchlike and I've noticed that Akira was alive when Tetsuo was too. Meh???
And Kaori looked after him?
What happened to Kaneda and all them?
And is it true that Kaneda and Clown-dude become friends?
It's all very confusing, if someone would explain what happens in the manga?

So in the manga what was Tetsuo doing with Akira? Were they trying to take over the world?

I wouldn't exactly say take over the world but I suppose after the destruction of Neo-Tokyo they set up an empire. Even though Akira didn't really do anything he's seen like some kind of holy figure, a messiah I suppose by alot of other people and Tetsuo took this to his advantage and sort of runs the empire. (Or at least that's what I gathered from it...)
