ooh..if only you put some frames in...*starryeyes*....um...i can't remember the program, i thinks its called dreamweaver but you can make excellent webpages on it.
i would show you but i deleted mine..heh sweatdrop i'll snoop around the school files to see if they kept a copy, just as an example...

I know how to use dreamweaver, but it's too complex for what I want.

*blinks* complex...? i never did anything complex with it....i just meant use a program like that to make it more visually appealing.
IF you can make it so that your audience is drawn into it by just taking a quick look at the page than you have already made a very effective page. Other design points will help it look great too - like contrast, repetition, alignment and proximity. Most of the time it's not the content in you web page that attracts people its how you present(or sell) it to your target audience. This helps with anything your doing.
From a design point of view, you could do a lot with this page 3nodding
