I've noticed in several join requests that people said the rules and regulations page was not opening up/loading for them. For these people, I accepted the request anyways, because it shows you at least made an effort.
This is NOT however, an excuse not to read them at all. After you are accepted, please read the "Rules and Regulations" sticky. You will still be held responsible for knowing them, and if you break them you will still be subject to proper punishment. Consider this fair warning.
